Background
- The current development of artificial intelligence (AI) is no longer merely a technological innovation but has become a fundamental pillar that determines a nation's economic power, defense, and cybersecurity. Fundamentally, the implementation of Artificial Intelligence (AI) on a global scale has been recognized as a revolutionary instrument capable of accelerating productivity, optimizing operational efficiency, and strengthening data-driven decision-making across industries, with its projected contribution to the global economy estimated to surpass USD 15.7 trillion by the year 2030[1].
- At the global level, nations unable to independently adopt and manage AI face a significant risk of becoming entirely dependent on foreign powers, which will ultimately weaken their own sovereignty. In response to this risk of dependence on foreign powers, the concept of Sovereign AI emerges as a strategic necessity, referring to a nation's ability to independently produce artificial intelligence utilizing its own infrastructure, data, and workforce ecosystem[2]. This independence is highly essential to prevent a nation from merely operating as a passive consumer market because artificial intelligence is a sovereign asset that should not be outsourced but must be internally built and controlled by the nation's leaders themselves.
- The Indonesian government is currently preparing a Sovereign AI policy to ensure that Indonesia does not merely serve as a consumer market but also becomes a developer and owner of the technology[3]. The adoption of Sovereign AI in Indonesia is projected to contribute an added value of up to USD 140 billion to Indonesia's Gross Domestic Product (GDP) by 2030. Alongside the potential surge in annual economic growth that could reach a rate of 6.8 percent, the integration of this Sovereign AI ecosystem will generate hundreds of thousands of new job opportunities focused on high-level technological expertise, which will ultimately redefine Indonesia's position from merely a passive adopter nation into a competitive technological innovator on the global stage[4].
- Drawing lessons from the global landscape, several countries have demonstrated the successful implementation of Sovereign AI to secure their data sovereignty and local identities. For example, Singapore pioneered SEA-LION, an artificial intelligence model specifically designed to comprehend 11 languages within the Southeast Asian region along with its local cultural diversity[5]. In the Middle East, the United Arab Emirates (UAE) has also successfully developed Falcon as one of the world's leading open-source models, alongside Jais, which is specifically designed for the Arabic language and values[6]. Specifically within the financial sector, the Bank of Korea (BOK) recently forged a strategic partnership with Naver to develop a Sovereign AI system named BOKI. This system makes history as the world's first central bank AI operating autonomously and fully closed within the bank's internal network, ensuring that crucial financial data security remains isolated from external networks[7].
- Although Sovereign AI presents benefits or opportunities for Indonesia, there are challenges that must be considered, including the high capital requirements for building infrastructure and data localization, a shortage of competent human resources, and the the need for the government to formulate regulations for Sovereign AI, making synergy among the government, the private sector, and society the key to the successful implementation of Sovereign AI in Indonesia.
- Responding to these strategic urgencies and challenges, the OJK Institute is organizing a webinar titled “Menuju Kedaulatan Digital: Peran Sovereign AI dalam Transformasi Keuangan Indonesia” as a comprehensive discussion platform regarding the readiness of the Financial Services Industry in implementing Sovereign AI. Through this discussion, it is expected to provide insights and knowledge that can drive the readiness for Sovereign AI implementation in Indonesia.
